Ah, that well known magic trick - now you see it, now you don't. If you speak to the insurers they will tell you it's Health & Safety and if you speak to H&S they will blame the insurers! In either case paranoia fuels premiums and we end up creating processes that nobody can use effectively. 'Well done' DTI for trigering another round of fruitless debate!
